HUMBLE BEGINNINGS It was in the summer of 1995 when the idea of putting up a school for the welfare of poor but deserving students in Siargao and Bucas Grande Islands, Surigao del Norte came about. It was a brainchild of then Department of Education, Culture and Sports (DECS) – Caraga Regional Director Dr. Sol Matugas. The school, which came to be known as the SIARGAO ISLAND INSTITUTE OF TECHNOLOGY (SIIT) was born with the able helping hand of the director's son Francisco Jose Matugas, plus the financial support of the Siargao Foundation set up by her husband, former Surigao del Norte Governor Francisco Matugas.

Harnessing her expertise in documentation, in compliance with permit application requirements, and in the installation of all necessary equipment and facilities prescribed by the Commission on Higher Education (CHED), Dr. Matugas easily obtained permits to offer Bachelor in Elementary Education (BEEd), Bachelor in Secondary Education (BSEd) and Associate in Computer Science courses by June of 1996.

Classes during its first year of operation were held in three classrooms at Gerona Building along Sto. Nino Street in Dapa, Surigao del Norte. The late Dr. Genevieve Guda was designated as the School Director. With her were three full-time teachers Raul de Castro, Jr., Jonathan Etcuban and Rey Baquirquir from Cebu City. Part-time teachers from the island were also hired to complement the teaching staff.

In just a matter of eight years since it opened with only 148 students, SIIT’s enrolment quadrupled to over 500 students by 2003. The phenomenal growth in enrolment was brought about by the expansion of course offerings. This then required the opening of additional classrooms in two more buildings along Sto. Nino Street.

On March 20, 1998, the first Commencement Exercises were held for the 15 graduates of its two-year Associate in Computer Science course. Technical Education and Skills Development Authority (TESDA) Regional Director Enrique Einar was the commencement speaker.

The year 2000 marked a new milestone in the history of SIIT, when the government granted recognition to its two-year Computer Secretarial course. With an initial enrolment of only 15 students, it did not take long for the new program to attract about 50 students. It was also during this year when the first batch of candidates for graduation from the baccalaureate degrees received their diplomas. Twelve students graduated with the degree of BSEd and 43 graduated with the degree of BSEEd. The candidates took pride in having Regional Director Joanna Cuenca of the Commission on Higher Education (CHED), Caraga Region, as their commencement speaker.

By 2003, permits were issued allowing SIIT to offer two new four-year courses, Bachelor of Science in Office Administration (BSOA) and Bachelor of Science in Criminology (BSCrim).

Two thousand five was yet another turning point in the history of the institute when the construction of the new Don Mariano Matugas building was completed. The availability of more classrooms, new equipment, laboratory and other facilities, including an Internet facility, encouraged more students to study at SIIT, which resulted in an increase of enrolment from 500 to almost 700 during the first semester of academic year 2005-2006.

Despite the continuing economic downturn that heavily affected enrolment of other tertiary schools with higher tuition fees, SIIT’s enrolment continually grew due to the opening of more academic programs, such as the Bachelor of Science in Computer Science (BSCS), Bachelor of Science in Information Technology (BSIT), majors in Biology, Chemistry, and Physics for BSEd, plus the two-year Licensed Practical Nursing Course (LPN), which is duly accredited by TESDA. Other schools’ loss became SIIT’s gain because students who could no longer afford their tuition fees had to turn to SIIT as a fallback for their continued studies.

Present Times

In order to keep pace with the rapid advancement in communications and information technology, SIIT pioneered the establishment of an Internet facility in the entire Siargao and Bucas Grande Islands. The islands, which comprise of the First District of the province of Surigao del Norte, is home to nine municipalities – General Luna (where the world-famous Cloud 9 is located), Del Carmen, San Benito, Pilar, Burgos, San Isidro, Sta. Monica, Socorro, and Dapa, the latter being the center of commerce, trade and industry.

Although the fully air-conditioned Internet cafe is primarily for the use of SIIT students, it is also available to the public during off-peak hours on school days and on Saturdays, Sundays and legal holidays.

Despite the availability of four college annex buildings where the administrative offices, laboratories and classrooms are located, enrolment growth which is projected to increase by at least 30 percent this coming AY 2007-2008 will need more classrooms. Having anticipated such an increase, a new 10-classroom building is targeted to commence construction by early next year. It will be erected side by side with the present main Don Mariano Matugas Building.

Meanwhile, blueprints for the renovation and redesign of at least two of the four existing college campuses have been made. Carpentry and masonry jobs are almost complete to conform with the recommendations of the Regional Quality Assessment Team (RQAT), such that academic programs with more students like the B.S. Criminology will have its offices, laboratory and classrooms in just one building or campus.

The expected increase in enrolment this June will be due to the opening of a number of one-year and two-year ladderized programs under TESDA. The program designs are leading to four-year degree academic programs under CHED. Such programs include, among others, the one-year and two-year Security Services leading to B.S. Criminology; two-year Computer Hardware Servicing leading to BSIT, one-year and two-year Housekeeping and Bar Tendering leading to B.S. in Tourism and B.S. in Hotel and Restaurant Management, one-year Caregiver Course and other short-term technical-vocational and skills training programs under TESDA, which are in great demand by foreign countries these days.

TESDA has committed its full support to SIIT since the latter has now become the center for technical and vocational skills training in the entire island. Besides, it is the only tertiary institution that provides quality education with the lowest tuition fees. As a clear manifestation of its support, TESDA is offering scholarship grants to students of SIIT beginning the second semester of AY 2006-2007. It is TESDA’s goal to help schools churn out skilled manpower and accelerate employment under President Gloria Macapagal Arroyo’s "A Million Jobs" generation program.

Flagship Academic Programs

The offering of the two-year Licensed Practical Nursing (LPN) program is the Siargao Island Institute of Technology’s own simple way of addressing the high demand for nursing graduates abroad. Poor but deserving students in the entire Siargao and Bucas Grande Islands are now able to pursue nursing course at the lowest cost.

The LPN program is patterned after the LPN curriculum of Camosun College of Victoria, Canada after SIIT’s founder had the chance to visit the college in November last year. As a matter of fact, Dr. Robert Priebe, vice president of Education and Student Services and John Boraas, dean of the School of Access and First National Education of Camosun College, paid a return visit to SIIT last November 18 to find ways of further enhancing the curriculum and to look at the possibility of an exchange visit of professors and students between the two colleges.

LPN is also accredited by TESDA and is leading to a four-year academic degree program for Bachelor of Science in Nursing (BSN). In its initial offering this school year, the course had already an enrolment of two sections. More parents and students had been inquiring whether the school would be accepting first year enrollees in the present semester. By next school year, enrolment in this course is expected to double.

The LPN classrooms are fully air-conditioned and its laboratory is complete with state-of-the-art medical and nursing equipment, gadgets and apparatuses including human-sized dummies of the human body and human skeleton.

A full-time retired head nurse heads the LPN department. Full-time and part-time instructors like doctors and nurses from both the private and public health clinics and hospitals in the island are hired to provide quality instruction and experiential learning to LPN students.

It may be surprising and unbelievable, but it is true. One might not believe it also, but SIIT has the biggest total student enrolment among schools offering B.S. Criminology program in the entire province of Surigao del Norte. No less than members of RQAT themselves were the ones who pointed out that SIIT must further improve and upgrade some of its facilities especially for the aforementioned course since it has more enrolment compared with those in big schools and a university in Surigao City. Present SIIT enrolment in the program numbers to almost 300.

The first batch of more than 50 Criminology students who just completed their 200-hour practicum or on-the-job training at the offices of the Land Transportation Office, Bureau of Fire Protection, Traffic Management and the Bureau of Jail Management and Penology of the Philippine National Police (PNP) in Surigao City graduated last March 2007.

Students can set up personal and shared folders within their Skydrive and turn shared access on and off. Skydrive is accessible from anywhere online, the days of transferring files on flash drives may be at the end.

JobsDB CampNet, or “campus network”, is the partnership program of JobsDB Philippines Inc. exclusively established for the benefit and service of higher educational institutions.  JobsDB works together with SIIT in providing career opportunities and a venue for career development.

The main proposed program of CampNet is the Career Microsite.  The Career Microsite is derived from JobsDB Dimension – the recruitment software of JobsDB.  The Career Microsite is an interactive recruitment tool that specializes in screening, filtering, and streamlining the time-consuming recruitment process.  Not only it can be used as a recruitment tool, it can also be used as an interactive database management system and career website.  

As CampNet partner, the Microsite is a very useful tool by utilizing it as a “Campus Career Site” and an interactive database management system.  The Microsite can provide the following:

  • Own Career Site.  CampNet partner will have their own career site that can be accessed by the members their community.  Visitors of the career site can look for career opportunities coming from JobsDB’s database and from CampNet Partner.  Not only they can look for career opportunities, they can also send their applications online.

Accreditation

As CHED mandates to set and enforce minimum standards for programmes and institutions of higher learning and at the same time,monitor and evaluate their performance for appropriate incentives as well as imposition of sanctions such as diminution or withdrawal of subsidy, recommendation on the downgrading or withdrawal of accreditation, programme termination or school closure. The CHED is also tasked to set standards, policies and guidelines for the creation of new institutions as well as conversion or elevation of schools to a college or university status.

All programs in SIIT are accredited by the Commission on Higher Education. As per requirements, all degree program requirements are set forth by the Commission on Higher Education are complied by the institution and inspected by the Regional Quality Assurance Team (RQUAT). Upon recommendation of the team, programs are now accredited and has therefore passed evaluation.

Brief History

Siargao Island Institute of Technology was established for the welfare of the poor but deserving students in the island. The pre-organization period of the institution was initiated by Dr. Sol F. Matugas, DECS Regional Director in Caraga in the summer of 1995. She is the brain lady of this institution whose primary purpose is to cater the average income earners in the island of Siargao. With the helping hand of her son Francisco Jose F. Matugas, SIIT was conceived in June 1996. The forerunner of SIIT was the Siargao Foundation which was formed by his father, Gov. Francisco T. Matugas, the former Provincial Governor of Surigao del Norte.  The foundation was able to help the people of Dapa and the whole island. Some of its noble programs are the establishment of a public library, conduct of training for livelihood like dressmaking, typing, and cooking. Deserving students are now successful teachers and employees of Siargao Island and the province of Surigao del Norte as a whole.

In June of 1996, the school commenced its formal operation with permits granted by the Commission on Higher Education (CHED) for the first year levels in Bachelor of Secondary Education, Bachelor in Elementary Education and Associate in Computer Technology courses.
Classes during its first year operation were held in three classrooms at Gerona Building along Sto. Nino St. Dapa, Surigao del Norte. The first batch of school faculty and staff was composed of the late Dr. Genevieve F. Guda as school director with three full – time teachers from Cebu City namely: Raul G. de Castro Jr., Jonathan O. Etcuban,  Rey Baquirquir and from Siargao were Tomelyn Camingue and Nathaniel Congreso.
On March 20, 1998, the first commencement exercise was held for the first batch of candidates for graduation from the two – year Associate in Computer Technology. It was Regional Director Enrique M. Elnar of the Technical Education and Skills Development Authority was the graduates’ commencement speaker.
In the year 2000, SIIT was granted government recognition for the four year academic programs in secondary and elementary educations. It was also during this year that the first batch of graduates from these courses was issued diplomas. Regional Director Joanna B. Cuenca of the Commission on Higher Education was their commencement speaker.

From only 148 students when it opened, the school enrolment swelled to over 500 students by the year 2003. The phenomenal growth in enrolment was attributed to the expansion of program offerings.
By 2005, construction of the new Don Mariano Matugas Building was completed. The beauty of the new building and the availability of more classrooms, a new computer laboratory, and more programs offerings attracted more students that enrolment in academic year 2005 – 2006 reached nearly 700 students.
During the first semester of academic year 2006 -2007, SIIT launched its flagship program, the two – year Licensed Practical Nursing course which is patterned after the CAMOSUN COLLEGE of Canada. The program is also accredited by TESDA. Even as it is yet on initial offering, the program has already two class sections.

Last August 17, 2006, SIIT launched another brainchild of its founder – the Common Laboratory for Chemistry, Biology and Physics in Siargao Island. Thisouyr laboratory is open to all public and private secondary schools in Siargao and Bucas Grande islands. Funded by the school and in partnership with Science Education Institute, Department of Science and Technology (DOST) and the Department of Education, this laboratory is in its full used.
Considering the fast change of the technology and the need of technological skill, SIIT also offered four year programs like Bachelor of Science in Information Technology and Bachelor of Science in Computer Science. These programs were tied up with Microsoft Philippines and Jobs.DB.
The school expands as another four year programs were offered, the Bachelor of Science in Criminology and Bachelor of Science in Office Administration.
The school offered a wide range of knowledge and skills to students as it is equipped with facilities that would help the teaching – learning experience of the students and teachers in general. It has its two Computer Laboratory classrooms and one technical – vocational computer laboratory, Criminalistics Laboratory, state of the art Speech Laboratory, Common Laboratory for Biology, Chemistry and Physics and the school library.

SIIT is shifting its gear towards the opening of more four year programs and short term programs under TESDA designed to further accelerate its goal of helping poor but deserving students in the island. Aside from its existing offerings like security services NC - II, computer hardware servicing NC - II, health care NC – II, Housekeeping NC – II, the school is preparing for the offering of  Tour Guiding NC – II  and Front Office NC – II.
Just recently, SIIT moved to its new site with four storey building. Most of the classes are being held here. This is considered as the school of many tomorrows.

Main Campus

Siargao Island Institute of Technology is composed of three (3) Campuses. The newly constructed Main Campus is located near the Congressional Office at Brgy 12, National Highway, Dapa, Surigao del Norte. This campus was completed in the year 2011, funded by Congressman Francisco T. Matugas and was occupied last August 2011. The main campus houses the new offices of the administration which is VP Academics & School Director, Presidents Office, Guidance Office, Registrar, Finance Office, and Faculty Office. The newly occupied campus also houses the three (3) Computer Laboratories, which is located at the third floor. This campus has seven (7) classrooms which can accommodate up to fifty (50) students per classroom. The rooftop can also be utilize for various activities such as PE Classes, various programs and others.

Don Mariano Matugas Building

This campus is a walking distance from the Main Campus, which houses also the Speech Laboratory, Common Laboratory, and the Library. This campus used to be a Congressional Office of Congressman Francisco Matugas.

Annex Building

The Annex Building is an extension of the campuses which houses six (6) classrooms. New plans for this campus are on the way for the renovation and re-location of the HRM Laboratory and other laboratories.

A COMMITMENT
The world is ever changing and education also has to go with it because education plays an important role in developing a well-rounded citizen and productive member of society. While it is the policy of the state to establish and maintain a complete, adequate, and integrated system of education relevant to the goals of national development, the government shall ensure maximum contribution to our education system

Its National Development goals are:

  1. To achieve and maintain an accelerating rate of economic development and social progress.
  2. To ensure the maximum participation of all the people in the attachment and enjoyment of the benefits of such growth; and
  3. To achieve and strengthen national unity and consciousness and preserve, develop and promote desirable cultural, moral and spiritual values in a changing world.

The Educational System aims to:

  1. Provide for a board general education that will:
    (a) assist each individual, in the peculiar ecology of his own society to attain his potentials as human being
    (b) participate in the basic function of society; and
    (c) acquire the essential education foundation of his development into a productive and versatile citizen;
  2. Train the nation’s manpower in the middle level of skills required for national development;
  3. Develop professionals that will provide leadership for the nation in the advancement of knowledge for improving the quality of human life; and
  4. To advance knowledge through research and apply new knowledge for improving the quality of human life and respond effectively to societal needs.

SIIT is aware of the needs of our people especially in Siargao Island. Its objective is to cater to the quest of our young people today. It has to train its students to engage seriously in acquiring the knowledge of the subsoil of our culture that nourished the first attempts of our people to education, in social, and community living and in poetry and song, and the expressive arts of the spirit.

In training the student, SIIT attempts to concretize its objectives all for the realization of accelerating our economic and social development. In relevance to national goals, the educational aims and the objectives of tertiary education, SIIT gives importance to human potential by assuming the responsibility of training the youth when it started to open the college of Secondary Education, College of Elementary Education and Associate in Computer Science
